Poverty, even brief stints of it, impacts children more than many realize, with poor nutrition, chaotic life changes, and disrupted schooling leaving to lower IQs and a harder life. Jeff Madrick uses statistics and reports to give credence to his belief that giving poor families no-strings cash payments to improve their children';s lot in life.
