This is a YA mystery of sorts about a girl who lives by a town that has been flooded and basically rebuilt anew, and what she and her friend discover about the original town and how it affects them. It sounds as if it might be murderous and/or horrific (or at the very least supernatural), but it ends up being a very realistic mystery. The characters are well done and the book covers a variety of topics well.
