Difficult to review impartially as I do not share the author's politics. That said, I think Ibbitson does an effective job contrasting the two central figures. I do, however, feel that these contours were more the result of party difference than personality. The strength of the book is its analysis of the time period when Canada 'became modern'. Middle power politics and competing visions of the role of the state are well documented.
