From a RAND researcher, this is a carefully considered study of Qaddafi's ouster, from the context of his forty year grip on Libya, the American administration and particular members of it under the shadow of Rwanda's genocide, the air success in Kosovo, involvement in Iraq and Afghanistan and the global financial crisis, the US relationship with its allies France, UK and Italy, and the Arab Spring movement in neighboring countries. This would be an excellent book to use as a case study, as Chivvis works through the decision making process, the R2P commitment, how air strikes were planned, and ultimately, how the US thought a Qaddafi-less country would turn out.
