The first novel in Dalglish's Seraphim series.
I keep trying Dalglish's novels, hoping I'll find one that appeals to me. He is a good writer, and his stories are interesting. But for some reason, they never quite work for me. No idea why. I did enjoy this much more than the Shadowdance series.
I'm sure this will appeal to many commercial fantasy fans.
